National Center for Construction Education and Research (Nccer) Doubles Revenue Without Changing the Cost of Their Training

The National Center for Construction Education and Research (NCCER) is a nonprofit that develops standardized curriculum, assessments, and portable credentials for construction craft professionals. Confronted with aging legacy systems, a paper-based testing model, and unique high-stakes practical exams, NCCER needed to migrate assessments online, eliminate third-party dependencies, and enable real-time integrations across its enterprise.

NCCER chose Totara Learn with implementation partner Synegen to deploy a cloud-hosted, open-source LMS with APIs for Salesforce and the NCCER Registry, custom assessment and scoring extensions, and multitenancy for organizational control. After a six-month soft launch, the platform delivered over 4,000 tests, reduced administrative burden, improved data visibility and agility, and—by bringing operations in-house—doubled revenue without raising training prices.
