Ministry for Primary Industries cuts administration time by consolidating three platforms into one LMS

New Zealand’s Ministry for Primary Industries (MPI)—a government agency of about 2,200 staff across 70 locations—needed a more flexible, user-friendly learning platform to serve a diverse workforce from office teams to quarantine officers. MPI wanted to consolidate three separate systems into a single sign-on LMS to reduce administration, improve consistency and accessibility, and support secure authentication for internal and external users.

MPI partnered with Kineo and Catalyst to implement Totara Learn, consolidating the three platforms into one internally hosted LMS with SSO (Active Directory and RealMe), daily HR syncs and HR-driven user provisioning. The new system delivered a refreshed UX, broader access and easier reporting; today MPI has 3,300 users, 300+ courses and 41,000 logins in 12 months, with managers reporting significant admin time savings and smoother face-to-face course booking.
