Counties Manukau District Health Board’s innovation hub, Ko Awatea, set out to tackle a fragmented New Zealand health sector where smaller district health boards lacked the resources to create and maintain e-learning. To break down silos, reduce duplication and make training accessible nationwide, Ko Awatea needed an open, scalable LMS—LEARN—that would let DHBs share courses, expertise and costs across the country.

Ko Awatea partnered with Catalyst (with Kineo on theming) to implement Totara Learn as the LEARN platform, providing a shared, secure system, development support and course-sharing capabilities. Today LEARN serves 23,000 users with 500 courses across 11 DHBs, runs at NZ$0.91 per user per year, and by consolidating LMSs saves an estimated $135,000–$270,000 annually; it has delivered about $1.24M worth of training, ~200,000 sessions a year, faster course development and improved digital literacy and collaboration across the sector.
