Athens Technical College’s Institute of Online Training and Instructional Systems (IOTIS) delivers LMS and instructional design services to state agencies but was hamstrung by a fixed budget and a dated, Java-based LMS that couldn’t meet increasingly unique training, content and reporting needs. Commercial systems were too costly or inflexible, leaving IOTIS unable to update content types, automate user provisioning, or produce timely, accurate training data for the agencies it serves.

Migrating to Totara Learn with Synegen’s technical support gave IOTIS an open-source, highly configurable platform that preserved legacy functionality while adding SCORM and third‑party content, PeopleSoft HR import, audiences, advanced reporting and 15 custom/third‑party plugins (custom calendar, collapsible course formatting, master quiz, auto-grouping, hotel tracking, etc.). The result is a “no‑compromise” training experience for about 10,000 trainees: broader content offerings, promoted featured training, faster enrollment and reporting, and greater data accuracy — all within state budget constraints.
