Hyndburn Council Offers Accessible and Cost-effective Training With Totara Learn

Hyndburn Council, a local authority in Lancashire, needed a more accessible and affordable way to deliver staff training. Traditional face‑to‑face sessions were time‑consuming and expensive, and an earlier e‑learning attempt suffered from poor usability and outdated content, so the L&D team investigated alternatives and chose Totara Learn after seeing it in use at a neighbouring council.

The council implemented Totara Learn with Learning Pool’s Public Sector and Foundation Skills courses (plus a cyber‑security add‑on), branding the platform “The Hyve” and going live in under 12 weeks. The system now supports induction and ongoing development, is used by around 200 staff with computer access, has received positive feedback for ease of use, and Hyndburn plans to move more onboarding and classroom training onto the platform.
