Hertfordshire County Council Empower Users to Own and Personalize Their Learning at Their Own Pace

Hertfordshire County Council, the upper‑tier local authority for Hertfordshire with around 8,000 employees, needed a consistent, cost‑effective way to deliver training across a dispersed workforce and a wide range of roles. Face‑to‑face delivery was too expensive and fragmented learning across the organisation, so the council sought a flexible LMS that could be used by both HR/L&D and specialist service trainers.

They selected Learning Pool’s Totara Learn to build iLearn+, a blended learning platform that hosts e‑learning, in‑house content and face‑to‑face bookings and integrates with HR systems. The solution gave teams the freedom to create specialist courses and centralised learning management; today iLearn+ has about 11,642 active users, ~500 daily users, nearly 150,000 course completions, returning visitors up to 49% and has supported initiatives such as a Summer Reading Challenge (+2.6% participation). The council is now exploring a chatbot to reduce support calls and enable self‑service.
