Engaging stakeholders for success at Warwickshire County Council

Warwickshire County Council (WCC) partnered with Learning Pool to build WILMa, a Totara-based learning hub, to support the county’s Making Every Contact Count (MECC) initiative. The challenge was to engage a dispersed, multi-agency audience of more than 1,000 frontline workers with limited resources while ensuring partner buy-in and consistent delivery across public health, social care and other services.

WCC and Learning Pool ran a collaborative "Content Jam" with stakeholders and subject-matter experts to co-design a blended e-learning module, then iterated and rolled it out via WILMa. The result was broader access (including staff who wouldn’t attend classroom training), higher stakeholder engagement and lower costs through shared collaboration; the module is now used regionally and nationally, has attracted university accreditation interest, and has driven demand for more WILMa e-learning.
