Council achieves over 1,600 employee certifications within 4 weeks of implementing Totara Learn

St Helens Council needed a cost-effective learning platform to ensure Data Protection compliance across around 3,000 employees. Their existing Moodle system could not manage recurring certifications, provide the required reporting and manager oversight, or meet tight budget constraints — driving the council to find a new LMS that supported automated recertification, clear dashboards and easy manager access.

Working with Totara Learn partner HowToMoodle, the council launched a branded, fully managed Totara Learn site in an ISO 27001 hosting environment, using automated bi-annual certifications, tailored notifications and escalation, flexible reports/dashboards, SCORM content and quiz assessments, and Totara hierarchies for accurate role assignment. Within four weeks more than 1,600 employees were certified (88% of users had logged in within five months), quiz pass rates were strong, administrative overhead was reduced, uptime has been >99.9%, and further HR integration and induction rollouts are planned.
