Puerto Rico’s property tax authority, Centro de Recaudación de Ingresos Municipales (CRIM), faced intense public scrutiny after Hurricane María as citizens demanded fair, efficient billing and collections. CRIM’s accounts receivable represented a $3.6 billion opportunity, but only 22% was being collected due to fragmented data across Oracle, SQL, GIS and other systems.
Working with Truenorth and TimeXtender, CRIM deployed Discovery Hub® to build an on‑premises SQL data warehouse with Power BI visualizations—prototype in 2 days, production in 15—automating data lineage and integration across silos. The solution uncovered more than $250 million in annual net new revenue (a 31% uplift) by correcting undeliverable/returned invoices and identifying properties pending appraisal, dramatically improving billing accuracy and collections.
