The Hospital District of South Ostrobothnia, serving 18 municipalities, faced the challenge of preparing its social care services for a national reform. Their outdated information systems could not support the new, legally required structured data entry and reporting, a problem shared across the region's multiple municipalities and associations. They partnered with vendor Tietoevry to implement a unified solution.

Tietoevry implemented its Lifecare Social Welfare system, a customer information platform that enabled statutory structured entry and knowledge management while allowing each organization to act as its own data registrar. The project was delivered on schedule and within budget, unifying systems for 17 municipalities and enabling them to join the national Kanta Services archive. This provided the region with comparable data for better reporting and anticipation of service needs.
