City of Espoo - Customer Case Study

The City of Espoo, a municipality of over 270,000 people, faced the challenge of its citizen data being siloed across different service sectors. This prevented a holistic view of customers and made it difficult to develop truly customer-centric services that could proactively address individual needs. To overcome this, they partnered with vendor Tietoevry on a unique AI experiment.

Tietoevry combined the city's social, healthcare, and early education client data from 2002–2016 into a secure data lake, anonymizing all personal information. By analyzing this data with artificial intelligence, Tietoevry developed models that could identify individuals in need of support, such as predicting child welfare client relationships up to five years in advance. The solution confirmed AI's significant role in planning preventive services, enabling the city to target support earlier while ensuring information security.
