Highline Public Schools faced a long-running challenge to pass a bond referendum after 10 years and two failed attempts, with the core issue identified as low community trust and weak survey participation. The district turned to ThoughtExchange and its exchange platform to better hear from community members and understand what they cared about most.

ThoughtExchange helped Highline run a broader, more inclusive feedback process where people could share and prioritize ideas in their own words. The result was thousands of comments, hundreds of participants, stronger trust and involvement, and ultimately a successful bond passage with 67% in favor.
