Ramsey County Workforce Solutions operates JobConnect and Construction Hiring Connection to bridge contractors and job seekers across the Twin Cities, offering resources, training and project-specific hiring information. Although many qualified applicants existed, contractors often didn’t know where to find them or weren’t reaching out, and RCWS needed a more accessible way to meet hiring goals for women, veterans and minorities.

A custom Databank gave contractors a searchable applicant database (trade, certification, union, Section 3, project), interview scheduling and offer tracking, visual charts of worker availability, and a dashboard showing percentages of women, veterans and minority hires and login activity. The tool streamlined recruiting and compliance tracking, reduced admin time, and drove engagement—resulting in over 15,000 subscribers during the recession, about 250,000 website hits per year, and nearly a 700% growth in subscriptions to more than 11,500 in five years.
