The Pre-Hospital Emergency Care Council (PHECC) is Ireland’s independent statutory body for pre-hospital emergency care education and state exams (NQEMT). Facing the need to upgrade eight years of online delivery to a more flexible, secure and scalable assessment model for diverse candidates (EMT, paramedic and advanced paramedic), PHECC selected TestReach’s examination management platform and remote proctoring services to modernize how exams are authored, delivered and supervised.

TestReach implemented an integrated solution—live remote proctoring (session-based and on-demand), test-centre delivery (in partnership with The Exam Centre) and on-site computer-based delivery at training institutions—plus an authoring platform with question-bank randomisation, audit reports and role-based access. The result: streamlined, secure exam days and unified exam data, with remote proctoring uptake for EMT exams rising from about 50% to over 90% within months, improved candidate experience and stronger assessment security under TestReach.
