Cambridge City Council adopts innovative technology from TestReach to enable flexible and secure delivery of private hire and taxi licensing examinations

Cambridge City Council, which manages private hire and Hackney Carriage driver licensing, faced a challenge where safeguarding and driver knowledge tests had to be taken in person at council offices during working hours—limiting candidate flexibility and tying up council staff for invigilation. To retain control over exam content and security while moving away from office-based delivery, Cambridge City Council adopted TestReach’s remote proctoring and online assessment platform.

TestReach delivered a remote proctoring solution with question banking, randomized LOFT exam papers, per‑topic pass marks (minimum 80%), live supervision, immediate marking, PDF result reports, on‑demand scheduling and up to three re‑sits. The TestReach implementation improved candidate experience and flexibility, strengthened security and quality controls (candidates must now achieve at least 80% in each subject area), provided instant, topic‑level feedback for targeted revision, and removed the need for council staff to invigilate exams.
