Sebring Water Utility Sends iPads onto the Field to Save Money and Improve Service

City of Sebring Utilities, like many municipal water departments, needed to locate, map and inspect dispersed water and wastewater assets but faced prohibitive costs from traditional GIS and surveying—estimates topped $30,000 for GIS software and up to $300,000 for surveying—and required both survey-grade accuracy and mobile access to CAD diagrams and customizable forms. Off-the-shelf iOS apps couldn’t meet their mix of sub-meter/cm-level accuracy, CAD basemap integration, and flexible workflow needs without a more innovative approach.

Sebring deployed TerraGo Edge integrated with an RTK-capable Eos Arrow 200 receiver (via the Eos SDK) to capture real-time cm- to meter-level locations, used TerraGo Composer to geo-reference CAD as mobile GeoPDF basemaps, and built unlimited custom forms in-app. The result: they insourced surveying, avoided the large GIS/survey costs (saving well over $300,000), replaced costly proprietary GPS handhelds, sped field tasks dramatically, and rolled out efficient, scalable mobile workflows across plant and wastewater operations.
