Public Utility District #1 of Whatcom County (WPUD) is a countywide electric and water utility that supplies about 27 MW and 5.4 billion gallons of water annually. As WPUD modernized substations and water plants, increased IT/OT connectivity raised the risk of remote, local and insider cyberattacks and created a need for full visibility into controller changes and continuous packet capture—limitations that their previous open-source tools couldn’t address.
