The City of Bloomington, Illinois, needed a flexible employee assistance program to support a diverse workforce of more than 600 full-time employees across 12 departments, including office staff, first responders, and field workers. With many employees in high-stress roles, the city wanted digital-first mental health and wellbeing support that could serve both employees and their dependents.

TELUS Health provided comprehensive EAP services with 24/7 confidential access, counseling, digital cognitive behavioral therapy, and specialized first-responder support. The partnership helped the City of Bloomington strengthen its wellbeing culture, improve engagement, and support employees through personal challenges, with strong utilization rates and expanded access compared with the city’s previous EAP.
