The City of Jacksonville, North Carolina, was facing rising claims and premium expenses in its self-funded, high-deductible health plan driven by high emergency room use among a diverse municipal workforce with nontraditional hours. To expand convenient, cost-effective access to care, the City of Jacksonville partnered with Teladoc Health to offer the HealthiestYou virtual care service.

Teladoc Health implemented HealthiestYou supported by leadership advocacy, employee outreach (new-hire and open enrollment presentations), geofenced app alerts, and monthly usage reporting. As a result, emergency room utilization stabilized, average utilization was 82% in 2017–2018, about 400 members registered, and the City realized over $350,000 (reported as roughly $356K) in claim savings across two years.
