The largest Native American tribe in the US faced significant challenges due to disconnected agency systems, a decentralized paper-based application process, and an outdated citizen database. This led to inefficiency, clerical delays, and a lost opportunity for citizen engagement, a problem exacerbated by the urgent need for COVID-19 contact tracing. To address this, they partnered with vendor Tectonic for an implementation of Salesforce Public Sector Solutions, Health Cloud, Experience Cloud, Marketing Cloud, and MuleSoft.

Tectonic's solution established a secure citizen portal for digital applications, automated workflows for tribal employees, and integrated with external systems for address verification and eligibility. The implementation resulted in over 300,000 citizens registered and $600M in direct assistance processed during the pandemic. It transformed 16 programs into secure digital apps, enabled 8 departments to process applications digitally, and provided real-time updates via email and SMS, including automated COVID-19 test notifications and contact tracing.
