GSA faced a presidential mandate to shed unused federal office space and support telework while consolidating six D.C.-area leases into one headquarters. When the renovated 1800 F Street reopened, fewer than half of employees were regularly in the building, creating a challenge to break the link between work and place, measure real occupancy, and reduce costs. The solution supported a 2:1 worker-to-desk ratio (4,400 employees on 2,200 desks), consolidated six leases to save about $24M annually (plus $7–8M in shared services), reduced energy use by ~50% (saving 16 million kilowatts annually) and yielded an additional 10% energy savings from occupancy/building integration — contributing to roughly $31–32M in annual cost avoidance and measurable CO2 reductions.
