How GSA Saved $24 Million through Workplace Transformation

GSA faced a presidential mandate to shed unused federal office space and support telework while consolidating six D.C.-area leases into one headquarters. When the renovated 1800 F Street reopened, fewer than half of employees were regularly in the building, creating a challenge to break the link between work and place, measure real occupancy, and reduce costs. To meet this challenge GSA partnered with Tango Reserve by AgilQuest to provide workplace-management, analytics and change-management support.

Tango Reserve by AgilQuest deployed BookIT (AgilQuest’s OnBoard workplace management and Commander BI analytics), AgilWork training, and Smart Occupancy integration with building systems to automate reservations, power unused spaces, and deliver utilization data. The solution supported a 2:1 worker-to-desk ratio (4,400 employees on 2,200 desks), consolidated six leases to save about $24M annually (plus $7–8M in shared services), reduced energy use by ~50% (saving 16 million kilowatts annually) and yielded an additional 10% energy savings from occupancy/building integration — contributing to roughly $31–32M in annual cost avoidance and measurable CO2 reductions.
