The City of Iowa City faced the challenge of managing a growing and complex parking operation serving residents, students, and a shared downtown/university environment, but its systems were fragmented and outdated. Separate homegrown databases, old handheld enforcement devices, and aging garage hardware made it difficult to run permits, citations, finance, and access control efficiently. The city partnered with T2 Systems and implemented T2 Flex parking management software, along with T2 eBusiness for online citation payments.

T2 Systems unified Iowa City’s parking operations into one platform, consolidating permits, enforcement, citation processing, financials, and access/revenue control. The results included faster payments, easier management, and stronger customer service, with online citation transactions growing from about 300 per month ($2,300) to around 3,000 per month ($44,000). Cashierless pay-in-lane stations also increased transaction share from 10% to over 20%, helped the city avoid rehiring staff, and delivered about $8,000 in savings after the initial equipment purchase.
