Tokyo Metropolitan Government launches Japan’s first local carbon marketplace with Sylvera

The Tokyo Metropolitan Government faced the challenge of enabling its small and medium enterprises (SMEs) to participate in carbon markets confidently. These SMEs lacked the resources for extensive due diligence, creating a risk of limited participation or investment in low-quality credits that could undermine the city's decarbonization goals. To solve this, they partnered with vendor Sylvera to integrate its independent Ratings into a new platform.

Sylvera’s solution was to embed its carbon credit ratings directly into the government's platform, creating Japan's first local government-led carbon marketplace with integrated quality assurance. This provided SMEs with immediate access to trusted project assessments. The results included enhanced market transparency, significantly increased SME participation in carbon markets, and the acceleration of Tokyo's broader decarbonization initiatives.
