The customer, a U.S. Defense Command, was failing to meet its fleet readiness target due to a severe manpower crisis. Civilian mariners were reluctant to serve on its vessels because of poor quality of life, driven by a lack of reliable internet during long deployments. This solution led to a surge in recruitment, a younger workforce, and a tenfold increase in assignment requests for the modernized ships.
