The customer, Utrecht University, faced significant challenges in managing IT interoperability across the diverse systems, legal frameworks, and operational methods of the nine-institution CHARM-EU alliance. This complexity hindered seamless collaboration and the delivery of a joint master's programme for students across multiple countries. They worked with vendor SURF to address these issues.

The solution implemented by SURF involved developing pragmatic, interoperable systems like hybrid classrooms to facilitate collaboration. Key results included the creation of a Joint Virtual IT Office to distribute support responsibilities and the use of the HERM capability model to build a common language and strategic roadmap. SURF helped the alliance work towards a seamless student experience, making effective use of local expertise across borders and establishing a testing ground for IT innovation.
