Chelmsford City Council, which connects around 800 users to the Public Services Network and serves some 69,667 households via its Citizen Portal, struggled to maintain PSN compliance and manage vulnerabilities because its four-person infrastructure team relied on spreadsheet-based, manual processes that were time-consuming and hard to report on.
