The City of Hammond relied on an aging AlphaServer 2100 to run its custom COBOL/OpenVMS business-license and property-tax application, but failing drives, manual backups and no available replacement parts made hardware failure imminent. A full platform migration was impractical because some source code was missing and time and budget were limited, so the city sought an alternative to preserve the legacy application and operations.

Hammond implemented Stromasys CHARON-AXP virtualization on an HP ML150 G6 server, with HP and a Stromasys engineer supporting the deployment. The move preserved the original application without code changes, dramatically improved performance (reports that took 30–45 minutes now print instantly), reduced physical footprint, simplified recovery after a power outage, and cost thousands less than a traditional migration.
