With limited existing research, they engaged vendor Storm ID to conduct a Discovery project involving extensive user research to explore and articulate user needs and expectations.

Storm ID implemented a robust program of user research, including workshops, interviews, and co-design sessions. This led to actionable findings and a mobile-friendly prototype for a redesigned service focused on simplifying access to data. The results highlighted the need for a less technical, more reliable site, with Storm ID's key recommendation being a redesign that better serves both new and regular users while ensuring future accessibility for all.
