Ukraine’s Instant Transparent Payment Network: Bridging Central Bank Settlement with the Stellar Network

DCM, a technology provider, faced the challenge of modernizing Ukraine's costly and centralized payment landscape, which was dominated by expensive card networks and lacked transparency. This was a critical issue exacerbated by the ongoing conflict, creating an urgent need for a transparent, auditable, and cost-effective system for both everyday payments and humanitarian aid distribution. They partnered with Stellar to create a solution leveraging the Stellar network.

Stellar worked with DCM to implement the Transparent Network (TPN), an instant payment solution built on its blockchain. This provided near-instant settlement, seamless integration with existing banking systems, and a fully auditable ledger. The results were significant, including a reported 70% reduction in acquiring costs for merchants, a 60% reduction in transaction costs for institutions, and a 20% savings on transaction costs for donor organizations, establishing a new model for transparent financial infrastructure.
