Stellar Library ticks digital box for Western BOP District Council document distribution

Western Bay of Plenty District Council struggled with analogue document distribution across a largely rural district, relying on photocopying and mail to get time-sensitive agendas, minutes and plans to about 20 elected members under statutory deadlines. To move to a secure, centralised digital process the council selected Stellar Library for cloud-based document sharing and synchronisation, replacing manual bundles with tablet access while addressing security and auditability requirements.

Stellar Library implemented a browser-based document library and “virtual bookcase” that pushes files and updates to councillors’ tablets, supports offline access and annotations, and lets a system librarian control who sees each document. The solution cut paper and delivery costs by thousands of dollars, improved timeliness and compliance with local government information rules, and is widely adopted and trusted by councillors — demonstrating clear efficiency and security gains for the council.
