Kinetic Strategies ran a highly targeted get-out-the-vote campaign for Veronica Escobar in Texas’ 16th District but faced tight geography, firm political deadlines, limited publisher inventory, and strict creative/disclosure requirements. To overcome these constraints they partnered with StackAdapt, leveraging OTT and video inventory packages and voter-data attribution to reach likely Democratic and swing voters.

StackAdapt deployed a waterfall approach that prioritized TargetSmart 1st‑party data, used preapproved inventory packages to minimize publisher rejections, and applied StackAdapt’s voter attribution to measure turnout impact. The campaign delivered 1,247,106 impressions and a unique reach of 158,075 voters, with a blended eCPM of $25.51 (range $14.69–$36.70), blended frequency of 7.74, and an 83.81% video completion rate, validating the targeting strategy and demonstrating measurable voter lift.
