A Spruce Case Study
Utah's Division of Technology Services (DTS) faced challenges with its low-assurance credentials, such as OHV certificates and food handler permits, which were primarily issued on paper or in unverifiable digital formats like PDFs. This led to inefficiencies, a lack of standardization, vulnerability to forgery, and interoperability issues as residents needed multiple apps. The state partnered with Spruce to implement a secure, verifiable digital credentials framework using Spruce's identity infrastructure.
Spruce developed a solution enabling Utah to issue cryptographically signed credentials that residents could store in their choice of Apple or Google Wallet. A key component was the development of the Verify Utah app, which allows officials to instantly verify credentials offline, even in remote areas. This enhanced security, improved the user experience by consolidating credentials into a single wallet, and created a scalable, interoperable framework for the state's future digital credential programs.
