Orbis is a shared back‑office partnership serving Brighton & Hove City, East Sussex and Surrey councils across 550 sites and more than 20,000 users. Facing disparate legacy systems, fragmented SIEMs and tightening public‑sector budgets, the councils needed a standardized security and IT‑operations platform that preserved separate data ownership while delivering centralized visibility and meeting strict PSN/NHS compliance requirements.
The partnership deployed Splunk Enterprise and Splunk Enterprise Security, building three separate data stores with a common search head to consolidate monitoring, automate log collection/alerts/reporting, and streamline audits. This delivered a single‑pane‑of‑glass view, stronger information governance, faster fault and incident resolution, and cost avoidance through tool consolidation — improving operational efficiency and customer service across the councils.
