The Virginia Department of Motor Vehicles, a state agency serving millions of drivers and vehicle owners, needed to redesign fragmented driver, vehicle, and motor carrier systems and define requirements for a replacement of its legacy platform. The agency chose Sparx Systems Enterprise Architect to support business process modeling, requirements analysis, and cross-team collaboration as part of its CSI systems redesign initiative.

Sparx Systems Enterprise Architect was used in re-engineering sessions to capture as-is and to-be processes, maintain a central repository of business models and system designs, and support HTML reporting and design-driven testing through the ICONIX add-in. The solution improved communication between analysts, business staff, and technologists, helped ensure technical implementations matched business requirements, and supported a large rollout with about 50 CSI team members and around 30 concurrent users, while underpinning a 3-to-4-year, $32.6 million modernization program.
