State Treasury improves transparency into 3–4 billion € in grants with Solita

The State Treasury (Valtiokonttori), an agency under Finland's Ministry of Finance, faced a challenge with over 70 government grant authorities using disparate tools and operating models. This lack of a unified system made it impossible to monitor the entirety of government grant operations, which total 3-4 billion euros annually, and created difficulties for applicants. Partnering with vendor Solita, they initiated a project to develop a digital government grant system to bring transparency and harmonize practices.

Solita implemented a single digital system on the Microsoft Azure cloud platform to unify the application, processing, and payment of government grants. This solution replaced numerous old systems and Excel files, leading to significant cost savings and the abandonment of paper forms. The results provided unprecedented transparency, with all grant information now publicly available, and harmonized operations for over 70 agencies and more than 10,000 annual applicants.
