HSL approves 2026–2029 strategy unanimously ahead of schedule with Solita

HSL, the joint public transport authority for the Helsinki region, faced the challenge of renewing its four-year strategy amidst a rapidly changing mobility landscape. It needed a broad, participatory process to create a unified direction across nine municipalities and engage diverse stakeholders. HSL partnered with the vendor Solita, leveraging their strategic design and facilitation services to co-create the new 2026–2029 strategy.

Solita implemented a co-creative process, providing methodology, analysis, and workshop facilitation while ensuring HSL retained full ownership. The solution involved extensive stakeholder engagement and future scenario planning, culminating in a smooth decision-making process with the new political board. The results included unanimous board approval ahead of schedule, a shift from internal silos to broad participation, and a clear, long-term strategic vision for regional mobility.
