Public Health England (PHE) needed to modernize its approach to data analytics to improve decision-making and collaboration across its diverse teams. To build a business case for a new organization-wide Population Health Intelligence System (PHIS), PHE engaged Softwire to conduct a detailed discovery phase to identify challenges and potential solutions.

Softwire conducted extensive user research to gather a wide range of requirements, which they translated into personas, user stories, and a conceptual system architecture. This work provided the detailed foundation for the business case to proceed. The immediate impact was that the personas were adopted elsewhere in the organization, and PHE was given a clear, cost-effective way forward for developing its new PHIS platform.
