The Puerto Rico Department of the Treasury, a long‑time Software AG customer, needed to consolidate three legacy tax systems—ARBITRIOS, PRITAS and REFO—into a single web portal to give a unified view of each taxpayer. The challenge was to modernize and integrate these Natural and COBOL‑based systems incrementally, reusing existing code and avoiding disruption to daily operations.
The department deployed SISCON, a Web portal using Software AG technologies (webMethods EntireX, ApplinX, Tamino and Natural with a .NET front end) to expose legacy functions as services via an enterprise service bus and integrate data across systems. The solution accelerated tax collection by 80%, enabled 40% more transactions, cut operating costs and staffing needs by about 40%, and significantly improved productivity and citizen service.
