Statens Innkrevingssentral, an executing subsidiary of the Norwegian Department of Finance that collects fines and debts for state agencies, faced a functionally adequate but increasingly expensive legacy mainframe that threatened competitiveness and required a dramatic reduction in operating expenses.

The organization built the component-based SIRI collection and ledger system with partners using the webMethods ESB (plus Informatica and other best-of-breed components), replacing the mainframe with a modular ledger, a large-scale letter/invoice module, and integrated automation. The new, parameterized solution automated core processes, allowed new claim types to be added in weeks, was delivered ahead of schedule and on budget, and cut collection/ledger IT costs by more than 50% (equivalent to a 10–12% reduction in total costs and up to 65% when avoiding rising mainframe expenses).
