A Software AG Case Study
The Public Authority for Civil Information (PACI) is Kuwait’s central civil registry, serving citizens, residents and government agencies with a staff of about 1,400. After decades on Adabas/Natural systems, key business and technical knowledge had become fragmented and undocumented, making production changes slow, unpredictable and risky and threatening the agency’s ability to implement new government decrees. PACI needed to regain control of its IT assets and business processes without a disruptive “rip and replace.”
Working with Software AG (ARIS, webMethods, Natural Engineer and Global Consulting Services), PACI’s PACI+ program mapped and centrally documented more than 70 end-to-end business processes and nearly 400 transactions/1,400+ Natural objects, and implemented standardized tools, controls and procedures. The result: developers analyze impacts up to 70% faster, production change success rose from 50% to 80%, screen and program development times fell significantly, staff can self-serve process information, and the agency now has a documented foundation for SOA, service enablement and future agility.
