The Israeli Ministry of Labor, Social Affairs and Social Services, which handles more than 80,000 welfare cases a year for vulnerable citizens, faced slow, manual processes that left urgent cases waiting months. Its 20+ year-old green-screen mainframe required paper-based filings from 257+ municipalities, creating bottlenecks and risk for people in crisis.
Working with Software AG tools—NaturalONE, webMethods EntireX and ApplinX—and upgrading the mainframe to z/OS, the Ministry exposed the legacy application as a web service and replaced green screens with a web UI. The modernization connected ~97% of municipalities (about 5,700 users), cut processing from 3–6 months to hours, and increased approved applications by 570% year-over-year, while improving form validation and system stability.
