A German State Office for Salaries and Pensions that pays more than 400,000 civil servants and processes about 1 million financial-assistance applications a year faced rising demand for online services and the need to integrate modern web portals with legacy Adabas mainframe systems. The agency’s long-term goal was to digitalize administrative processes, eliminate paper workflows, and provide user-friendly self-service access while preserving secure, high-volume data processing.

The agency implemented Software AG’s Digital Business Platform with webMethods as a central ESB to connect mainframe applications, portals and external partners. The integration hub now enables around 75% of applications to communicate, supports nearly paperless end-to-end processes and about 70 reusable functions, and has accelerated rollouts (for example, a public-transport subsidy) while improving processing times, data consistency, cost-efficiency and client satisfaction.
