The Israeli Ministry of Labor, Social Affairs and Social Services, which handles more than 80,000 welfare and crisis cases a year, needed to modernize a 20+ year-old mainframe application and eliminate slow, paper-based workflows. The manual process—requiring multiple signatures and lengthy back-and-forth with municipalities—meant urgent cases could take three to six months to resolve, and the ministry needed a way to connect 257+ municipalities via the internet.
By upgrading its IBM Z platform and using NaturalONE with webMethods EntireX and ApplinX to expose the green‑screen mainframe as web services and a modern web UI, the ministry cut processing times from months to hours. The modernization drove a 570% increase in approved assignments in one year, extended access to about 97% of municipalities (roughly 5,700 users), improved form validation, and enabled new web services for reporting and case management.
