Digital Dubai is the government office leading Dubai’s smart-city transformation—driving paperless services, resident happiness initiatives, digital identity and signatures, and the use of AI and blockchain. Faced with dozens of siloed apps, rising operational costs, vendor lock‑in, numerous customer-experience goals and the disruption of a global pandemic, the city needed a unified platform to streamline backend integration and keep services available online.

By partnering with Software AG and implementing webMethods iPaaS (API, BPMS and automation layers), Digital Dubai built a single integration backbone and went live within months. The platform kept government services running through lockdown, powered the Invest In Dubai portal (5,747 transactions including 3,464 commercial licenses and 1,448 trade names), delivered over 3,400 commercial licenses in the first months, cut many customer journeys from 20+ days to under 24 hours, attracted investors from 77 countries, and fed real‑time KPIs (happiness, journeys and more) to leadership dashboards.
