A Time-Tested System is Modernized for Maximum Business Flexibility and User Acceptance

WienIT, the IT subsidiary of Vienna’s Wiener Stadtwerke Holding AG, runs a legacy personnel information system (PI) introduced in the early 1990s that supports payroll and HR for roughly 14,000 active and 12,000 retired employees across 425 offices and about 1,250 users. In 2005 the company faced a choice to replace or modernize PI: any change had to preserve the system’s complex functionality, security and ability to be quickly adapted to legal or user-driven changes, while improving acceptance among occasional users accustomed to PC/browsers.

WienIT chose to modernize PI with Software AG’s webMethods ApplinX (the PI2WEB project), exposing PI via the intranet and standard web browsers while keeping the original logic intact and 3270 access for power users. The system was web-enabled in just three person‑months, with 95% of web interfaces generated automatically from templates, delivering a modern UI, maintaining application flexibility for fast changes, and significantly increasing end-user acceptance.
