Palkeet, the Finnish Government Shared Services Centre for Finance and HR, was charged with delivering the new centralized "Handi" procure-to-pay service across more than 70 government departments to digitize purchasing and invoice handling. Facing the need to process 1.2 million supplier invoices annually, tight timelines (solution sign-off in 6 months and rollout within 24 months) and a target of 90% straight-through automation, Palkeet selected SoftCo and its SoftCo10 Procure-to-Pay platform after a Europe-wide tender.

SoftCo implemented the SoftCo10-based Handi service — including a vendor portal and vendor management, online requisitioning, catalog/punch-out support, automatic matching, mobile/email approvals and 50+ integrations to the central SAP environment — and went live in 73 departments on time and on budget. The SoftCo solution centralized procurement and substantially increased automation, delivering measurable impact: an 80% per-invoice processing cost reduction in one agency (from €4.13 to €0.82), an estimated €800,000 annual saving for the National Police, and projected state-wide savings of about €15 million a year while progressing toward the 90% automation goal.
