The State of Florida turned to Socure to reduce onboarding friction and stop fraud in its Homeowner Assistance Fund (HAF) program after manual checks and legacy systems caused high review rates, application abandonment, and slow disbursements. Facing rising fraudulent activity on COVID‑related aid programs, the State of Florida needed an identity verification platform that could accurately validate applicants while enabling rapid delivery of funds — Socure’s Identity Verification Platform (including Sigma Identity Fraud, Sigma Synthetic Fraud and Socure KYC) was selected to meet that need.

Socure implemented its graph‑based identity verification, machine learning, risk scores, and Predictive DocV with Liveness to automate decisions and scale threat mitigation. The result: Socure enabled 95%+ of applicants to be auto‑approved in under one second, processed 100% of applications with <1% decline rates, eliminated many manual reviews (document checks averaged ~17 seconds when needed), and helped the State of Florida disperse nearly $160M (rising toward $400M), while increasing approval rates versus legacy providers by 15–40% and sharply reducing fraud.
