A Socrata Case Study
Gavà, a small Spanish city of about 46,000, faced a mandate to improve finances, launch efficiency programs, and increase accountability. City Manager Eduard Gil Carbo concluded that open data was the best way to meet all three goals, but local software options were limited and colleagues raised legal and privacy concerns about publishing public data.
After researching leading open‑data cities, Gavà selected Socrata, which delivered a demo and enabled implementation quickly and integrated with the city’s ERP. The portal launched in under three months, giving citizens easy access to budgets, spending, invoices and visualizations; the effort drew positive attention from public managers and journalists, reduced formal information requests, and positioned Gavà as a national example of transparency while enabling plans for more digital services.
