Jennings School District, an at-risk district in St. Louis where 77% of students qualify for free or reduced-price lunches and many enter several years behind grade level, faced low test scores and partial accreditation. District leaders set out to close the achievement gap by using classroom technology and new instructional strategies to re-engage students.
Jennings reallocated funds, tapped e-rate resources, and adopted the eMINTS model, equipping 52 classrooms with SMART Board interactive whiteboards, a two-to-one student–computer ratio, and year‑round teacher training to support inquiry-based learning. As a result, the district became the only fully accredited at-risk district in Missouri, with measurable gains in test scores (one teacher reported a 66% increase), attendance, behavior and teacher satisfaction, and more students moving on to college.
