The Rincon Valley Fire District, a 43-employee fire and emergency medical agency, lacked dedicated HR and IT staff. Their challenge was a cumbersome annual performance appraisal process that was seen as a chore and failed to provide valuable feedback to its highly motivated firefighters, who focused more on numerical scores than on developmental messages.
